News of a Russian doping programme first broke in December 2014, when the German broadcaster ARD aired a documentary in which Russian athletes described a conspiracy between coaches and drug-testers. The World Anti-Doping Agency (WADA) took until November 2015 to publish a report: there was no smoking gun, but staff at the Moscow testing laboratory testified that the director, Grigory Rodchenkov, had destroyed samples.”
